I wonder what data was used to measure the categories of drunkenness. Was it based on alcohol sales, DWI’s, numbers of people drunk in public, providing alcohol to minors, etc.?

I am ashamed. My county is gray. However, I did work in the county with for a while (separate graph, which I’m not going to bother looking for.
